If I were a terrorist *OR* What on earth is the government thinking? 2005 YU55 / EAS test / Tsunami drill / NASA red X

The EAS (Emergency Alert System) tests are weekly and monthly tests that run on all radio and television stations in the united states.  The tests are ran locally and often (not always) run during the night.  Not all of the stations run them at the same time.  There has never been a test of all the stations at the same time.    The weekly tests are not announced in advance and when they run, first thing on the screen is 'this is only a test.  On cable TV, the EAS locks the box and you are unable to change the channel (and avoid the announcement) while the test is running.  There is no way you could tell if it was a local or nationwide test so there was no reason for the government to announce the nationwide test in advance.  This is especially true because the test will announce it is a test.

The very first nation wide test will be held on november 9, 2011.  There are TV commercials that started airing this weekend from the government that announced the test and stated people should advise their friends and family that this is only a test.  If I were a terrorist and wanted to plan a terrorist attack, I would plan an event for november 9 around the time of the test because NO ONE will believe it is real.

Why would the government unnecessarily announce a test in advance that would give terrorists an opportunity to use the confusion for a terrorist attack?  Why was the test even announced in advance since it will clearly be announced during the test that is only a test and few would realize it was nationwide and not the weekly or monthly tests that regularly occur.  Why is this test being run during the daytime in the middle of the day and not at night where few would even know it occurred until after the fact?

Does the government expect something to happen on november 9th such as asteroid 2005 YU55 hitting the earth or some other disaster?  Or is the government giving terrorist organizations the opportunity to use this as a time of confusion to carry out a real terrorist attack?

Is it just a coincidence that asteroid 2005 YU55 will be closest to the earth on november 9, 2011 (closer to the earth than the moon is)¹ , the International Tsunami center is holding a Pacific wide tsunami drill november 8-10, 2011², NASA has a big red X Google overlay for Google Earth located in the Aleutian Islands that is associated with comet Elenin (C/2010 x1)³, AND the EAS first nationwide test will be held on november 9, 2011⁴ ?
